Sometime after Katniss Everdeen and Peeta Mellark return to District 12 following their victory in the 74th Hunger Games, President Snow visits Katniss and explains that her actions in the Games have inspired uprisings. He orders her to use the upcoming Victory Tour to convince him that her actions were out of love and not defiance against the Capitol, warning her that her friends, family, and District 12 will otherwise suffer.

The nation of Panem is divided into 12 districts, ruled from the Capitol. As punishment for a failed revolt, each district is forced to select two tributes, one boy and one girl between the ages of 12 and 18, to fight to the death in the annual Hunger Games until there is only one survivor.

After being rescued from the destroyed arena in the 75th Hunger Games, tributes Katniss Everdeen, Beetee, and Finnick Odair are taken to District 13, a below-ground district isolated from Panem that has been spearheading the rebellion. Katniss is told that her arrow destroying the forcefield led to riots in over half the districts, joining District 13 in the rebellion, which caused Snow to bomb District 12 in retaliation.
