Will Graham is a former FBI criminal profiler who has retired following a mental breakdown after being attacked by a cannibalistic serial killer, Dr. Hannibal Lecktor, whom he captured. Graham is approached at his Florida home by his former FBI superior Jack Crawford, who is seeking help with a new serial killer case.

Retired police detective Jerry Black is seen mumbling to himself, apparently drunk, sitting on a bench outside a disused gas station. The party is interrupted by the discovery of a murdered child, Ginny Larsen. Jerry decides to go with another detective, Stan Krolak, to the scene of the crime.

Danny Madigan is a teenager living in a crime-ridden area of New York City with his widowed mother, Irene. Following his father’s death, Danny takes comfort in watching action films, especially those featuring the indestructible Los Angeles cop Jack Slater, at his local movie theater owned by Nick, who also acts as the projectionist.

The film interlaces two stories set fifty years apart, switching frequently between them, with the older storyline filmed in black and white. Each tells the story of a child’s quest. In 1927, young deaf girl Rose runs away from her father’s New Jersey home to find her mother/idol, the actress Lillian Mayhew. In 1977, recently orphaned Ben, made deaf by a freak accident, runs away from his Minnesota home in search of his father.

In a near dystopian future, Detroit is on the verge of bankruptcy after failing to pay off its debts to conglomerate Omni Consumer Products. The OCP chairman intends to have the city default on its debt, then foreclose on all public property, effectively taking over its government and allowing for a radical urban redevelopment plan.
